Starting with [Majo Bell]'s [Silver Manor], player guilds in both the [Marsis Republic] and the [Grania Empire] seem to be pushing development forward.

Apparently, the quickest way is to clear unpopular requests one after another.

The adventurer's guild, [Merchant Guild], [Mage Guild], and perhaps the church? If you effectively demonstrate yourself as a useful presence there, quests for noble escorts or security will be introduced.
